Pradhan Mantri Schools for Rising India (PM-SHRI) Scheme

Context

Recently the Union government has stopped funds of Punjab, West Bengal, and Delhi under Samagra Shiksha Abhiyan (SSA), as the three states have refused participation in the PM-SHRI scheme.

About PM-SHRI Scheme

  • Aim: The scheme aims to show existing government schools into model schools.
    • The scheme is for existing elementary, secondary, and senior secondary schools by the primary government and state and local governments around the country.
  • Funding: It is a Centrally backed scheme with a total assignment fee of 27,360 crore for the period of five years from 2022-23 to 2026-27 for remodeling nearly 14,500 colleges across the country.
    • It  will showcase all additives of the National Education Policy 2020, act as exemplary faculties and also provide mentorship to different colleges of their region.
    • A ‘School Quality Assessment Framework’ is being developed to grade the development and overall performance of these schools.

Key capabilities of PM SHRI Scheme

  • Development of ‘Green schools: These can be prepared with solar panels, LED lighting fixtures, nutrients gardens, and waste control, water conservation and harvesting systems. 
  • Modern facilities: Schools will include ICT (information and communication technologies) facilities, clever classrooms, library, digital library, technology labs and vocational labs and so forth. Schools may also get technological knowledge and math kits and annual school offers for libraries or sports activities.
    • Mother tongue and neighborhood languages to be advocated.

Samagra Siksha Abhiyan (SSA)

  • It is an overarching scheme for the college education sector extending from pre-college to elegance XII and targets to ensure inclusive and equitable exceptional education at all tiers of school education. 
  • The Scheme subsumes the 3 erstwhile Centrally Sponsored Schemes of Sarva Shiksha Abhiyan (SSA), Rashtriya Madhyamik Shiksha Abhiyan (RMSA) and Teacher Education (TE). 
  • The scheme treats faculty education as a continuum and is in accordance with Sustainable Development Goal for Education (SDG-4).
  • The most important targets of the Scheme are:
    • Support States and UTs in imposing the recommendations of the National Education Policy 2020 (NEP 2020); 
    • Support States in implementation of Right of Children to Free and Compulsory Education (RTE) Act, 2009; 
    • Emphasis on Foundational Literacy and Numeracy; 
    • Strengthening and up-gradation of State Councils for Educational Research and education (SCERTs)/State Institutes of Education and District Institutes for Education and education (DIET) as nodal company for teacher education;
    • Promoting vocational  education. 
  • Under the Scheme, financial help is provided to all of the States and UTs for mission above activities including education for universalization and shipping of great school education.
