ANUBHAV Awards Scheme, 2024

Context

The  ANUBHAV Awards Scheme was started in 2015 by the Department of Pension and Pensioners’ Welfare, Ministry of Personnel, Public Grievances & Pensions especially to record the experiences of retiring and retired Central Government employees. It does not only acknowledge their efforts but also produces a vast pool of knowledge of institutional practice for use in subsequent management. 

Background of   ANUBHAV Awards 2024

  • The event where the 7th  ANUBHAV Awards Ceremony was conducted by the DoPPW took place on 28-08-2024, located at Vigyan Bhawan, New Delhi. The President handed out the awards The awards were presented by Dr. Jitendra Singh, Minister of State for Personnel, Public Grievances, and Pensions. 
  • Anubhav initiative was launched in 2016 and enables retiring and the retired employees to document important milestones in their service. 
  • This year, five individuals received Anubhav Awards: T. Jacob (UPSC), Aditi Das Rout (Ministry of Women and Child Development), G. Nancharamma (DRDO), Rajesh Kumar Parida (BSF), Appan Sridhar (Ministry of Railways). Also, ten people received Jury Certificates among them Sanjeev Sharma CBDT, Shakuntala Patnaik Ministry of Labour & Employment, and others from different ministries/departments.

Anubhav Awards Scheme

  • Launch and Purpose: The  ANUBHAV portal was launched in March 2015 under the directives of the Hon’ble Prime Minister of India. The main goal is the creation of a venue, in which retiring and retired civil servants of the central government can compare their experiences, ideas, and accomplishments made during the service years. This endeavour is intended to establish a source of institutional memory with replicating ideas and recommendations on good governance and administrative enhancement.
  • Annual Awards Scheme: In an effort to promote individuals’ engagement, an Annual Awards Scheme was commenced in 2016. This scheme entails identifying the best write-ups composed by retiring and retired employees and offering the best entries awards and certificates.

Eligibility and Submission 

Who Can Submit Write-ups?

It means that the retiring central government employees and pensioners are also allowed to come up with their write-ups. In particular, an employee, who plans to retire, may send his or her experiences no later than 8 months before the retirement, while pensioners may submit their experiences no later than 1 year after pensioning.

Categories for Write-ups

Write-ups can be submitted under 15 categories, including:

  1. Accounts
  2. Admin work
  3. Good Governance
  4. Government process re-engineering
  5. Information Technology
  6. Research
  7. Simplification of procedures
  8. Learning from Failures
  9. Public Dealing
  10. Contribution to his/her field work
  11. Development of personal traits while in service
  12. Disclosure of experience for the knowledge of others
  13. Instances of great strength/valor/bravery
  14. Constructive feedback or suggestion to improve the line of work
  15. Any other category decided by the Committee.

Significance and Benefits

  • Institutional Memory: Anubhav portal is a localized portal that contains a lot of information that becomes a source of institutional memory. This is important in the sense that it prevents the loss of retired personnel’s knowledge and understanding of the company which can be used in future reforms of governance and administrative systems.
  • Encouraging Participation: In an attempt to increase the coverage, an outreach campaign has been conducted by the Department of Pension & Pensioners’ Welfare. Seminars have been conducted with the Nodal Officers of Ministries/Departments & CAPF’s for the collection of Anubhav from each pensioner.
  • Knowledge Sharing: The Anubhav Awardees are welcome to speak in the Anubhav Awardees Speak Webinar series. This way, they are also able to share their knowledge and experiences to the community, thus creating a way for retirees to learn and to be inspired.

Conclusion

The  ANUBHAV Awards Scheme 2024 is a significant initiative that recognizes the contributions of retiring and retired central government employees. By providing a platform for them to share their experiences, the scheme aims to create a valuable repository of institutional memory that can guide future governance. The upcoming 7th Anubhav Awards Ceremony at Vigyan Bhawan, New Delhi, will honor the selected awardees, including 5 women pensioners, highlighting the importance of their experiences and contributions.
